Excerpt: "This restriction of hut tax collection period is beIng introduced for the pupose of permitting the inhabitants to have full advantage of the farming seaseon in the year, which must hereafter cover the period of four (4) calendar months, according to the farming season of each district, without any friction with the annual hut tax collections."
